Stacey Abrams, on former VPOTUS Biden’s shortlist to complete the Dem ticket, has made it well known that though this is not a spot for which she can actively campaign, she would have no problem stepping up to the plate if asked to do so.

Sounds like campaigning to me. Perhaps this “open secret” strategy works for her. It’s no secret that she is the only shortlister doing it at the moment.
